If I know which provincial chart to use, the number of children, and the paying parent's income range, will the chart provide the answer to the amount of child support?

Yes, in most cases it does. But there are exceptions and special circumstances that can lead to the application of other rules. The exceptions to the general rules are called "special expenses".
