Why are there different rules for a parent with an income of over $150,000?

If one parent has a very high income, then the children of that parent should be able to enjoy the lifestyle that normally would go along with that income, even though the family no longer lives together. The payment schedule in the Guidelines provides a percentage amount in addition to the usual payable amount to increase the child support payment to better reflect the family's financial circumstances.
